I’m using this combo: cr.MK xx EX.tatsu. I don’t know why it’s not doing this, in training mode, it shows my notation is right. It does it sometimes, but if I try to practice it, doesn’t do much, I just have to be lucky xD!

Most likely you’re not cancelling it quickly enough. Try doing cr.mk xx fireball. Once you can get that combo down, then you can very easily do the EX tatsu version.
Agreed with eltrouble: it definitely means you’re not cancelling it quickly enough.
Try “release triggering”… or whatever it’s called. What I mean is:
- Hold MK (any button will work, but we’ll use MK in this example).
- Do a quarter circle backward motion and release MK right at the end. You should perform a tatsumaki senpuukyaku, or whatever Gouki’s version is called.
- Practise it a few times until you can get perform at least 5 consecutively.
Now do a crouching MK and use what you’ve just learned, that is, hold down MK until you complete the QCB.
This should really give your mind a clue as to what the timing is for cancelling combos. In the future, you might want to try to perform c.MK xx Tatsumaki Senpuukyaku without release triggering.
Do I release the stick into neutral after the cr.MK, or keep it in the down position?
I’m not quite sure what you mean by that, but I’ll try to answer by telling you to do this:
:d: + :mk: :db: + ( :mk: )
MK in brackets means to release MK at that time. It’s notation I picked up from Soul Calibur.

Hey, while you’re at it, try:
:d: + :hp: :df::f: + ( :hp: )
PS: You ARE practising by hitting the dummy and not just hitting the air, right?
Keep it in the down position, and then move it to down-back, back, and two kicks at the same time, to do the tatsu. You’re sort of inputting the ‘down’ position for both your cr.mk and tatsu.

And canceling only work on hit/block, not on whiff. Basic Option select.
