Is there anyone located in Europe that would be able to either make a custom stick or mod an existing one with Seimitsu parts, install a Cthulhu PCB as well as a RJ-45 jack?
Art and such things aren’t of much importance, I essentially just want a stick with a solid base, with Seimitsu parts, that works on 360/PC as well as my retro consoles (Saturn, PSX, PS2, Dreamcast)

I’m located in Sweden, so I would probably need a European modder willing to ship the stick. I see you’re located in London. I’m likely to go to London sometime the next few months over a weekend as vacation, so a pick-up might actually be possible, but shouldn’t be counted on, so shipping would pretty much have to be an option.
I’d recommend shadaloo.eu for a custom stick fitting your description. Should be around 200 EUR, plus shipping from the Netherlands. They offer all the things you ask for, and their case design is simple yet attractive.
B15SDM in the UK is one of the best stick builders in the world, but his sticks go for at least 500 EUR.
