I don’t think so. Before, Sasuke could disperse the power the fox was giving Naruto. We still don’t know if he can do that to this version of Naruto. Plus, the black flames and Susano’o are things Naruto cannot take lightly either way. Sasuke being able to use those two moves without any drawback is going to be a bitch to deal with.
To my knowledge, Madara doesn’t have EMS. If he does, I’m surprised he doesn’t abuse it more.
Madara had EMS for sure when he fought Hashirama. It doesn’t even seem like he has normal MS nowadays, though. The chain of events I think happened is that Madara had EMS, which turned into the Rinnegan, which he gave to Nagato for some reason and implanted normal Sharingan in the meantime. Of course, once Nagato bit the dust he went back and took his Rinnegan eyes back (but only put in one for some reason).

He has it but that’s the reason why I’m not sure if Tobi is Madara. He hasn’t activated it. Either way it doesn’t really matter since he has the Rasengan.
I don’t think he’ll get any intelligence from Itatchi but I can see him getting his ability to better use genjutsu since it is apparent the tools lie within each individual Sharingan and can carry over to the new user. A new move is for sure guaranteed.
