So what are the limitations on Minato’s jutsu? I thought he can do the transportation almost all the time.

I think that’s just a clan-name thing. E.g. - Anyone that has a sharingan by blood carries the name “Uchiha.” Anyone from his mother’s clan carried the name “Uzumaki.” It all seems to imply some sick, twisted interbred/happy family, but I think that the name is just an implication as to where they’re from and what powers they hold in the Kishiverse.
So whether naruto is a direct descendant SPECIFICALLY from the 1st Hokage probably can’t be confirmed from the last chapter.
Naruto’s mother is from the Uzumaki clan, which shares a distant relationship with the Senju. To the best of our knowledge, Hashirama’s wife, Uzumaki Mito, wasn’t Naruto’s grandmother, and he shares no close blood relationship with Hashirama or Tsunade.

This is just a minor point, but Minato isn’t “stone faced” at all. He’s simply standing on Konoha’s own mount Rushmore. (spelled Boulder Faces by the spoilerist, that’s why the translator took it that way)
