You use Cap because hes an icon. Because he represents the most patriotic character Marvel has. Because he’s one of the most important heroes in the Marvel Universe. Because there are a lot of people who love Cap (myself included). Because he’s an Avenger. There are lots of reasons that you could put him in the game.
Doctrine probably under-exaggerated CapAm’s abilities anyway. 
I see what you guys are getting at. That’s cool. I honestly figured it was something along these lines anyway, especially monarchs posting. Like the Batman thing…he is cool because he doesn’t have powers but kicks ass anyway. (I’m not a fan of Batman either btw just an example)
Personally I’ll always like my characters super powerful and wickedly devastating. Magneto comes to mind…

Cap also ingested the Super Serum, giving him strength and agility far beyond what a standard human could attain, along with perfect eyesight etc.
He’s more than just human, just not at “superhuman” levels. But his true strength is in leadership, along with the experience of 60+ years of battles fought.
You know Captain America is a boss When hes one of the most popular characters in Europe.
Cap is by far one of the most badass comic characters in the Marvel universe. Guys like Nick Fury, Wolverine, and Punisher look up to Cap and nearly worship him. There was an issue in the Civil War story where Cap was bashing Punisher’s face in for killing a guy they had captured, and Punisher took every hit refusing to fight him back because he looked up to and respected him that much. Just took the whoopin’ like it was his own father.
On a side note. Bucky Cap alternate costume please!

5 would be standing, he did an air series, then threw his shield, which hit both times, then the attack where he plans his hand into the ground and kicks out with both legs, which I’m assuming is his neutral C, then charging star.
Also apparently he can use that kick to kara-cancel his specials.

Since X-23 is in the game, I’m assuming we’re all basing this on the X-Men Evolution/Wolverine and the X-Men world.
Supposedly MvC happens in an undisclosed Earth-96169, which is a clone of 616 except for having MvC stuff happen in it.
But… the X23 in this game is based on the mainstream universe (616) incarnation of the character.
I love that they made an excuse for this to exist as if we wouldn’t accept it happening without one. XD
