Most of Petshop’s match-ups is 6-4 in his favor with only two that is 9-1.
Plus when the two most used characters in the game have an instant kill glitch its not that bad.
I’d have to say Ivan ooze, Noob Saibot from MKT, and Motaro from MKT. Petshop is insane, but he can lose.
Ivan ooze: the guy has a DP command INVINCIBILITY. I’m pretty sure if you absolutely must win you can just spam that move back to back to back and be impossible to touch. Everything else is just icing.
Noob Saibot: you get hit, you die in an infinite. I’m pretty certain there’s almost no reason he should ever lose.
Motaro: uh…yeah. I’m really not certain if there’s any way at all to lose with this guy in human hands. Spamming either kick alone i think is enough to completely kill anyone in the cast regardless of if they block or not.
Bonus broken character:
The battle gimmick in base wars on a motorcycle.
Better than the laser gun since it has the ability to kill anyone it hits once even if you have no health. Motorcycle because it’s the one unit that even with no health can reliably dodge a laser gun or battle gimmick shot.
I always thought Eyedol in KI was broken. I remember people would choose him once they figured out how. Also, Karate champ both characters could 1hit KO each other and 1hit KO a charging bull.

Really? She’s not even in the top 3 of the tier lists anymore and she’s always been below Rachel. I understand that she’s easier to pick up and low level players have difficulty with her but I’d hardly put her anywhere near ‘broken’. Then again I’m potentially biased because she’s my main and I’ve never had much trouble fighting against her myself.
I plan on making people cry with lambda in CS even though she’s meant to be nowhere as good but I’ve always excelled with high-annoyance characters :3
If you want broken non-boss, non-secret characters though, I don’t know why people were arguing which member of Fist of the North Star is broken… as far as I’m concerned they all are, horribly so:

Having an infinite or a full-kill combo does not necessarily mean that a character is broken, even if it’s easy to execute, and even if it’s practical to (set up and) land.
This is an application of the difference between something being truly broken and something just being really powerful. There are huge leaps in game (un)balance between things like having having a powerful option, having many powerful options, having many dominant options, having a nearly unbeatable set of options, having a truly undefeatable set of options, and having one single completely undefeatable option.
A lot of players, myself included, toss around the word “broken” in a figurative sense liberally and often, much in the same way we like to use the word “cheap” as well. I guess they would be dysphemisms and we do it because it’s fun; it’s like having little facetious jokes built right into our slang/jargon/vernacular. However, I think it leads to a lot of confusion among players who are new to the scene.
When a new player hears you say something is cheap, he might think you mean you think it shouldn’t be allowed or something, when really what you mean is more along the lines of “Ahhhh this shit is too funny, I am probably going to do it over and over again as much as possible in the tournament this weekend.” When a new player hears you say something is broken, he might think you mean that it ruins the game, when you really what you mean is more along the lines of “Ahahaha this shit is AMAZING, I am DEFINITELY going to do this over and over as much as possible in the tournament this weekend.”
It’s probably also important to mention though that there will always be a spread of opinions on exactly where true brokenness actually begins. The most solid criteria/definition that I think we have for real broken is that it makes a game not worth playing anymore, and that is a monstrously subjective thing even for hardcore competitive players. I think this vagueness is somewhat accepted in the sense that most of us acknowledge that there are varying degrees of brokenness.
