It says Buster Hoof is a followup super, and I do recall on either a Mane6 stream, or on the Mane6 twitter something along the lines of some characters being able to spend a stock to enhance their level one supers.

About the design shown last Sunday at Mane6, looks like Mario Strikers
But some of you know that already! Anyway, the progress of Mane6 is Staggeringly AMAZING considering there’s not many people on their team, and they have no huge financial backer like Reverge, yet they are applying the same zeal as the guys that made Skullgirls. Imagine what they can do if they were sponsored by Capcom?
Though if they were sponsored by Capcom, Vinyl Scratch, Octavia, Pinkamena and Probably Chief Thunderhooves will be DLC, and when I say DLC, I meant it already comes with the game but you need to pay to unlock them.
