Fuck the larger objective, run up to the interpreter and tranq his ass and get the bald guy, then go rescue the first prisoner they usually interrogate, and finally get the one in the cage near the main section of the camp. If you get caught before you get the opportunity to capture the viscount, just grab the prisoners real quick and abort to ACC (DONT RESTART CHECKPOINT OR MISSION) and the objective will still count as completed.
