Its only in the admin building (the walled compound NW where you find Paz). Enter through the left door and you can safely sneak in and hit the power relay (Kaz tells you about this when your in the area) and wont result in an alert, CP sends a guard to switch it back on.
Imo not really worth the hassle, you can run pass the camera looking down the basement as it turns and is generally faster, plus the power doesnt stay down long enough to really achieve anything on a stealth run.
Finally got my S rank on GZ mission 
ran straight to chico, extracted him and the 4 prisoners, ran to the truck and let him take me into the admin building, tranq a few peeps in the basement, grabbed Paz and literally just sprinted with her to the starting point LZ lol. Zig zaggn like a boss.
Also yea FO Rock, nobody spoils your gay ass comics the fuck back to africa with you. Lastly Grey Fox should be in this I reckon, he was like a hetro version of Raiden in backstory. Jaeger > SS > BB. 
Infact BB did for Jaeger exactly what Solidus did for Raiden, Kojima has repeated this story about a million times now lol.
