Lutuna Dizzy combo/setup

Hi,

I was watching a a couple of Lutuna matches and took notice of an dizzy combo/setup he seems to be fond of.
After opponent gets dizzy he does two Fuhajin stores, a medium and a light one, then goes for cl.hp, m.Fuhajin release, l.Fuhajin release.

The light Fuhajin seems to whiff, if not all then, most of the times.

Does anyone knows the purpuse of this? Is it a meaty setup? Some sort of OS?

lol he probably just fucked up or was trolling. Also theres no practical os you can do midcombo to my knowledge.
