In relation to the movies/comics/cut scenes etc, who do you guys think are the strongest/weakest characters in the SF universe?
I think Dan would be the weakest with Sakura/Ibuki/Makoto also being pretty low on the list. (They’re all high schoolers that are still amateurs at their fighting style)

I belive Ibuki is quite strong,he fought Oro (wich is canonicaly pretty fucking strong) and recognised her strengh.I belive Shin Akuma is the strongest
would have been fun if top tier lore wise = top tier Sf4 
Alpha 2 storyline puts Gen on a similar level to Akuma. Gen even blocks a Raging Demon during their unique fight intro.
Oro is probably the strongest lore-wise from what we’ve seen. It’s always implied Ryu has the highest ceiling of any of the characters though.

Hey, Makoto’s pretty damn strong.
While not “weak”, Cody would likely get his ass handed to him to any fighter who actually trained and knows what he’s doing.
I think she’s pretty weak tbh. Oro said she’s filled with too much anger and wasn’t prepared to fight him (As opposed to him commending Ibuki for her courage for challenging him, see the SF: Legends Ibuki comic)
Cody I think only gets beat by the dedicated martial artists. He’s stronger than Guy for sure though.
Also I don’t believe Evil Ryu is stronger than 3S Ryu canon-wise.
Each of those is a different thing.
Dhalsim should be much higher, in the comics he always toys with his opponents and it is implied that they are so much below him.

Aren’t the handcuffs supposed to prevent him from killing his opponents?
Not killing them,it’s so Cody can have more fun fightning,now Oro uses only 1 hand to prevent killing the opponent

Shin Akuma is supposed to be stronger than Oni IIRC. While be may have more raw access to SnH as Oni Akuma loses a lot of his control over the power.
Depends on the era. Cody in Final Fight era is on par with Evil Ryu storyline wise. Cody wearing chains is slightly stronger than normal Ryu storyline wise.
BTW, Cody IS a trained martial artist holding a 5th degree black belt in karate in addition to his street fighting style and things he has picked up from Guy’s bushin-ryu (you’ll notice a lot of overlap in their moves if you look carefully. Cody’s LK Ruffian kick looks almost exactly like Guy’s run - sudden stop. Cody’s MK Ruffian looks almost exactly like Guy’s far MK, ect.)
Many characters in SF4 also hint that Cody is far stronger than he appears and is restraining himself even beyond the shackles. (Honda, Seth, Oni all notice.)
