Did you unzip kof98.zip? You’re not supposed to unzip the roms. You also need an additional neogeo.zip to play Neo Geo games online through Fightcade.
EDIT: It looks like you’re just missing neogeo.zip. You can just google a download for it.

The leak info was my info, and I never said that Chonshu and Chonrei were on the China team. People keep saying they are just like the Officials team is actually just Orochi Team and the new South America girl is some girl from the assassin guild and so on and so forth.
I’ll say it again, if those characters were previously existing characters, they would have been listed by name, not by description. No character with a description is a returning character. If they were not listed by name, they are new characters.

Seeing as Xuan Dou Zhi wang stop running now, I hope King Of Fighters can use some of the original movesets from XDZW. I mean if XDZW is allowed to rip off certain KOF characters and SNK condoned it, the company that did XDZW could let them do the same

XDZW characters play poorly, do not port them to KoF. The only reason why any XDZW characters worked at all is because they were clones of existing KoF characters. All of the original characters in that game were awful and were made intentionally overpowered to compensate for their bad design to allow bad players to win.
