I see that as unlikely. People like to throw around accusations like the game must be very unfinished because the graphics are so bad, but Oda has said all of the characters are done and just need polish. I find it hard to believe that they would need more than 10+ months to polish the game.
Yea I also hope the game gets released this year but who knows, I mean balancing takes a while. Even 13 got delayed by a month plus problems could always come up during production. Atlus kept saying Persona5 was coming out 2015 up until 1 month before delaying it.
It depends on which KOF98. In KOF98og, I’d say most characters are viable. There isn’t a trash/throw away character like SF series Dan or something like Alpha 2 Birdie or ST Blanka, but certain match ups are really difficult between certain top tier characters and lower tier characters; but, the same could be said between certain top tier characters against high tier characters.
In KOF98UM Final Edition, everyone got buffed and adjusted appropriately so a larger variety of the cast are more evenly viable. It’s not like they weren’t before, but now there is more interesting distinction and accessibility to more characters.
I’d say the thing is more characters are viable, but being able to understand a character and apply solid fundamentals with a character (if you’re new to KOF) may be easier for one character than over another.

Thanks for the input. I just now figured out a way to access training mode so I’m looking into different characters to use, starting with Leona. I’ve been trying to find some good videos of players using her, but I haven’t been able to find too much.
For good Leona play in KOF98og, look up the player “Ching Lung.” I don’t know the Chinese scene that well, but I’m willing to say he’s in the top 5 in China for KOF98 and can go toe-to-toe with Dakou and Xiaohai with his (Mai/Leona/Chizuru) team in which he sometimes swaps out Chizuru with Mature.
How I play Leona, it’s about poking with cr.B and other normals from far or hard to counter-poke angles in which other characters have difficultly contesting. So abusing cr.B and micro-run cr.B and occasionally checking the hop space with Far A is pretty effective. Once an opponent commits to a full jump, you could typically air-to-air it with j.B/D or Air Throw OS using j.C or j.D. A more solid tool is using cr.C as a grounded anti-air against full jumps. Hopping at opponents with a semi-early j.CD at the tip is also hard for them to contest against and is a way to reset your pressure at the right spacing to keep whittling them down. Once they respect you and don’t anti-air your hops consistently, you can hop forward with j.C while holding db. and use it as a jump-in and Air Throw OS. If it hits them, then you can go into cr.B cr.A xx Moon Slasher to get knockdown; if blocked, then you can keep up cr.B pressure/st.A checks/re-hop in/play defense/etc. If conditioned to block cr.B cr.A, you can simply go from the jump-in to instant overhead with hop back j.C. If you’re good, you can do neutral full jump D xx V-Slasher thus making her overhead game much more scary. She doesn’t really use her other specials as much, but Earring Bomb is pretty decent on the opponent’s knockdown or from full screen to give you spacial momentum like Guile’s Sonic Boom, and then you anti-air them if and when they jump the earring. If they block, you have advantage to start your offense.
In KOF98, Leona can run underneath any airborne projectile. So she can run underneath stuff like Athena’s Psychoball, Kensou’s projectile, Takuma’s Fireball, etc. She can even run underneath normals like Robert’s far D and the such. She can’t run through Chang’s Far D or Iori’s Fireball and such, though. So her ability to get around standard zoning is also really tough for the opponent if she can just run up > cl.D f.B xx V Slash to punish things. They’re forced to use more crouching normals and attacks that force her to stand still, but Leona effectively limits their move set just by being able to run underneath as a legit threat.
King looks great by the way. I’m honestly not worried about the graphics now. The only character I’m worried about from a artistic perspective is kyo but hoepfully that thumbs up by oda means they recognize this as well and are changing him to make him look like kyo.
