spideys had a reveal trailer and what, maybe one or two trailers where he kicked butt? ever since then hes been getting styled on.
Seth said a few characters would not have them. Hulk doesn’t have one currently either.

I suppose that the reason some characters won’t have level 3 hypers is 1. to add diversity and 2. their normal hypers are strong enough as is. Just look at Hulk. He has no level 3, but his hypers hit hard enough that he doesn’t really need one. Spidey’s Hypers are loookin’ pretty strong as well, and look really versatile. He gets styled on alot in these videos, but I consistantly see him land a maximum spider almost every time, and that hyper does some nice damage.
