i don’t know where you got the impression that they play other characters and “suck” with them, as a general statement. and what’s your “experience” that you’re touting so much?
anyways, what Emil originally said IS true: some japanese players have at least one secondary character, and are decent / not bad with them.
imho (not what Emil said), they are better with their secondary (/secondaries), than most “americans”/non-japanese are with their main character.
