I did a year at kansai gaidai.
Assuming you’re dorming, from the dorms, the campus is about 20 minutes walking. From there, the station is about 25 minutes walking. Right near the station is a small arcade called “Game Dino”
I’m not sure what games you’re looking for, but they’ll have most of the big titles (minus SFIV prolly). They’ll have a couple tekken machines, blazblue, GG, melty blood, they might have Demon Bride, they’ll have the gundam games, and im sure they’ll have a few rythym games.
Anyways, I used to go there multiple times a week. If you get a bicycle, it’s a lot less time (prolly 15-20 minutes to the dorms, but you either have to pay to park your bike or move it every 90 minutes or so, since 90 minutes or less is free). I suggest just asking someone where “Hirakata-shi station” is and you’ll be able to find Game Dino as you walk there.
In the opposite direction of the campus from your dorms, you can go to Kuzuha. In Kuzuha, they have an arcade there called “Nexus”. It’s about an hour walking from the dorms (there’s a buncha games stores and stuff along the way if you walk on the main street). Nexus is special because it’s the only arcade I know of that’s open until 5AM. Most arcades close at midnight, but if you want to go arcade it up for a while until 5AM, then you can catch the train back to makino station (closest station to the dorms). They had Tekken the last time I was there, but I don’t remember much else of what they had. I remember what they had 2 years ago, but it’s been a while.
So those are arcades that you can go to on the weekdays. On the weekends, you can take the Keihan express to Yodoyabashi station (about 25-30 minutes 320 yen from hirakata station, 340 from makino station, makino is closer, but you have to transfer trains at hirakata), and from there, you can either take the midosuji line to Namba (230 yen) or walk about 45 minutes to Namba through shinsaibashi. I was cheap, so when I was with friends, we would just walk and it would go by pretty fast. When I’m alone, i generally prefered to ride the train. Also, from Yodoyabashi station, if you go the other way, you can walk about 15 minutes to Umeda. In Umeda, there’s a few arcades, with the most popular one being Monte 50, which has just about every fighter you would want except like, sfIV. For SFIV, you can go to the namco arcade, Monte Carlo (the OTHER monte arcade, 100 yen per play, not 50 yen like Monte 50), and I think there’s a sega arcade nearby which has SFIV also. But if you’re looking for SFIV comp, just go to Sega Avion in Namba. I don’t know what games you want to play, so I can’t give advice on which arcades are suitable for you other than that.
Also keep in mind that if you take the keihan line to Sanjo, i believe, you can walk about 10-15 minutes and get to a-cho. A-cho is like Monte Carlo, but better imo. 50 yen a play, and it has EVERYTHING. It’s big, and has a lot of machines for each game. It’s quite easy to do a day trip there if you have no afternoon classes (if you plan your schedule well, you might have no afternoon classes 2 days a week, and if you plan REALLY well like me, you might have no afternoon classes 3 days a week) The way your schedule works is that you’ll have Spoken Japanese 5x a week. It varies from 9AM to noonish, with each class being 50 minutes. You have Reading/Writing Japanese 3x a week for 50 minutes. You then have two afternoon classes, each 80 minutes long or so, 2x a week. So some days, you might have all 4 classes, other days, you might have only spoken japanese at say, 10AM and be done by 11AM. On those days, it’s easy to just take a train to a-cho, go there for however many hours, and then come home in the evening. You can also go to Game Dino, but a-cho has more competition and a bigger selection. Game Dino is better if you wanna go to an arcade for a couple hours and don’t want to pay train fare to go to an arcade (because I’m assuming similar to how I was broke when I was a student there, you’re gonna be broke too).
Also, on “route 1” (you’ll have to ask about route 1 i guess), LAST TIME I WAS THERE (a while ago, so they might have shut down…) there’s a sega arcade, which is good for VF, taiko drum master, sangokushi taisen, etc, as well as medal games and ufo games. There’s also a namco arcade, which is good for Tekken (tho if it’s 100 yen for 1 play, and not 2 plays, then game dino is by far the better option), but also has a large variety of games. There’s also a tsutaya there, and it’s a bit closer than the station from the campus, maybe 10-15 minutes walking? There’s also a couple game stores on route one, a joshin (big electronic store), and a used store.
I dunno how much you like walking, but you’re gonna be doing a lot of it. I would suggest making the most of your time and exploring the area. It’s probably a lot easier with a bicycle i would imagine (however, i don’t like riding bikes, so i never got one), but yeah, there’s a lot of interesting things in Hirakata, as well as the surrounding area (Kuzuha as well). You’re right in between Osaka and Kyoto, both of which offer a huge variety of different things. You’re gonna enjoy the study abroad, and it’s a shame that you’re only doing it for a semester, and not a whole school year.
