Level 1: Axe, soft knockdown
Level 2: Axe, hard knockdown
Level 3: Axe, ground bounce
Level 4: Axe, high ground bounce
His Knee Dive turns from hard knockdown to ground bounce upon level up. So level up does make a massive difference. And you can level up easily, without having to drink beer, with the correct setup as you can have more than 1 photo in a single combo and the longer your combo, the faster you level up.
I AM using MODOK second, but for his beam assist. Not going to use drinking at all. Unless you can tag out and stop him from vomiting forever, I don’t see myself using it.
If you’re adding assists to protect you while you’re puking, you’d probably be better served adding assists to help you extend combos so you can get from level 1-3 or 1-4 without even having to drink. Either that or look into DHC possibilities to get Frank off the field instead.

His level 5 was never shown off in the trailer or character breakdown . . .
Also, the fact that his servebot head hyper is only available after lv3 was barely mentioned (most people thought it was Seth incorrectly calling it “his level 3”).
Seth is just a PR guy, he probably has to learn everything about a character in just a few days before he goes to an expo and shows them off. Not to mention, he probably knows that Maximillian will shortly be posting a full breakdown, thus he does not need to go completely into detail.
My point exactly. If his level 5 only offers a damage buff, something nebulously difficult to showcase in a character trailer, then it makes perfect sense why they wouldn’t bother to put it in a highlight reel or a time-limited breakdown. If it offers him the hypest of hyper combos then I can’t imagine them skipping it.
EDIT: I mean maybe it’s some super duper extra secret reveal or something but I dunno, I can’t see Capcom putting that much thought into it.
Man Frank looks like a beast when hes at 5, and it looks alot easier to do then the other level up characters. He went from “nah” to “Im playing him” when they released his trailer, though i hope they patch instead of another game -_-
Your logic is sound. However, it is still totally possible that they left the Real Mega Buster out simply because they knew everyone would be expecting to see it. Leaving it out created a flurry of Frank West speculation and debate, as some fans (like myself) believed that they purposely left out info. Building hype is their job, correct?
Not to mention that Hyper combos have been left out of reveal trailers before (Magneto comes to mind). Seth also incorrectly stated that Frank had “a total of four levels”. The list goes on.
Sadly, though. You are probably right. The simplest explanation is usually the right one.
