If black is used here for “of African descent”, then any SF character might fit in that category. People’s ancestry goes back hundreds of thousands of years and also goes in many directions.
Of course Dudley is a fictional character. All it takes is the Capcom’s creative minds for him to suddenly be labeled one way or another. So there is only one source where you can get the answer.

I forgot where, but when a friend asked me the same question a while ago and I saw somewhere on the internet that he was half black half white. And it seemed legit. But really, I dunno where I saw that.

I’m not nitpicking. I want to know what people mean using a word which has multiple meanings. So no, I don’t exactly know what people mean when they say black.
All I know is that japan apparently sees themselves as white people with outrageously spikey colored hair.

Elena fight clothing is tribal (especially her “neck brace”), Indians in Africa usually don’t integrate any of the natives tribal dress into their culture unless you want to count having African mask hanging in their living rooms. Capoiera is a non issue since it was made by black Brazilians and Elena live in the city and could be exposed to it from books, tv, or a Capoiera teacher.
