im pretty sure every tournament has people betting on others. It just usually isnt broadcast to everyone viewing the stream.
If/when people beat in tournaments, I’m sure they keep it away from the mic to avoid any problems. Although money matches are still talked about.

It would be a very lucrative business if you could set it up like a poker game, that is, 1 on 1 matches that pay a “rake” of sorts to the house of 5-10% per game for providing the place, electricity, games, consoles, refereeing, etc… And |I think you would have a mass revival of 2d fighters all across the globe and a mafia that would follow suit… What potential and intrigue!

I recently held a tournament on my campus, and we were basically told by the administration that we couldn’t advertise there were prizes, because it’s gambling, but as far as “random” prizes just so “happening” to go to the top 3, well, they wouldn’t be around to see anything, so they couldn’t do anything. Basically, we were told to do it under the table to keep them out of trouble. I was told that legally tournaments with a player pot were gambling, but as long as the fact that there was a player pot wasn’t too heavily advertised, and we left the administration in the dark about it, they couldn’t do anything to stop us.
