I’m not sure about the name of some of the moves, but that can be fixed when the DLC is released, or someone better at japanese can translate the movelist. Also, I haven’t actually played Oni, so someone should add things I miss or get wrong.
Command Moves:
Ganka Uchi: +:mp:
Worth noting is that Oni, just like Hakan and Makoto, has neutral and forward variations of his normals instead of close/far.
Target Combos:
Target Combo 1: :f:+:lp:,:mp:
Target Combo 2: +:mp:,:hp:
Special Moves:
(EX)Gohadoken: :qcf:+:p: (Can be charged)
Uncharged disappears at about half-screen range, Fully charged (and EX) travels full screen and has two hits.
(EX)Gorai Hadoken: :hcb:+:p:
A delayed Hadoken with lightning effects. Has one to three hits depending on which version is used. Seems to function the same way Akuma’s Shakunetsu Hadoken does.
Zanku Hadosho: :qcb:+:p: in the air
Oni’s Airdash. LP moves forward, MP moves slightly upm HP moves backwards. Can be followed by airborne Tatsumaki Zankukyaku (only LP and MP, EX also works) or air Raging Demon.
(EX)Goshoryuken: :dp:+:p:
Oni’s Shoryuken. Only the 2nd hit can be FADC’d, and it only connects on hit, so you can’t FADC on block.
(EX)(AB)Tatsumaki Zankukyaku: :qcb:+:k:
Oni’s Hurricane Kick. You can’t juggle from it like Akuma, however, you can juggle WITH it. EX works like Ryu/Akuma/E.Ryu’s.
(EX)Airborne Tatsumaki Zankukyaku: :qcb:+:k: in the air
You cannot use this to escape the corner, the same way other shotos has been nerfed in this area.
(EX)Sekisei Jiraiken: :dp:+:k:
Oni jumps up and slams the ground directly in front of him. Only EX is an overhead.
(EX)(AB)Rakan Dantojin: :hcf:+:k:
Oni dashes forward a little bit and slashes with his hand. HP and EX version goes through the opponent while attacking, forcing them to block the other way. The EX version also pops them into the air for a free juggle.
Super:
Raging Demon: :lp:,:lp:,:f:,:lk:,:hp: (also in the air)
works like Akuma’s Raging Demon Super, however, Oni can also do it in the air, although that version only grabs other people in the air. Air version can be canneled to from a Zanku hadosho.
Ultras:
U1 - (AB)Meido Gohado: :qcf::qcf:+:3p:
If you hit with it up close, you go into a damaging animation, otherwise, Oni will fire an 8-hit fireball horizontally (if it still armor breaks at this point is unknown to me, but shouldn’t really matter). Seems to have better recovery than (Evil) Ryu’s Metsu Hadoken.
U1 - Messatsu Gotenha: :qcf::qcf:+:3k:
Fires an 8-hit projectile straight up.
U1 - Messatsu Gozanku: :qcf::qcf:+:3p: in the air.
Fires an 8-hit fireball diagonally downwards.

Oni slams the ground in front of him. If it hits clean, it goes into animation, if it’s a juggle, a small shockwave rises straight up, doing moderate damage. I guess the shockwave can negate projectiles?
