Could someone explain to me what I am supposed to press here?

e.g. Psycho Crusher, what is that cross supposed to mean? and why is the first arrow black and the second one black? I have no idea what to press, to me it looks like I have to press back then forward and then punch, but that doesn’t do anything.
Okay, a white arrow indicates that you’re supposed to charge the input for about two seconds.
So, Psycho Crusher.
Hold <-- (backward) for two seconds.
A “cross” is a plus sign. It’s an ADDITION symbol. So you press the indicated input immediately before the plus symbol in addition to whatever comes immediately after it.
Continuing with the example of Psycho Crusher.
After holding <-- (backward) for two seconds, press --> (forward) “plus” any punch button, at the exact same time.
Try to think of any input with a “plus” symbol as a single input. For example, if it says forward “plus” any punch, you press both forward and any punch at the exact same time.
Finally, the right-facing triangles indicate an optional follow-up move. Once you do the move, if you want, you may press whatever it says after the triangle to continue into a follow-up move.
In summary:
White arrows = hold in the indicated direction for about two seconds (“charge” the direction).
Black arrows = push in the indicated direction.
“Plus” sign = do the inputs indicated immediately to the left and right of the plus symbol at the exact same time.
Triangles = after doing the part of the move before the triangle, do what comes after the triangle for an optional follow up.

No, but I don’t assume they thought that someone would have trouble recognizing a “plus” symbol.
I’m pretty sure the game manual explains this.
