How would one go about calculating safe jumps against specific characters? (Without guides, just FD)

I hear people talking about how many frames you’re provided with to setup a safejump after a throw, before an opponent wakes up, and i’m like… where are you guys getting this info from?

For Example: I took this quote from a guy safe jump setup vid. “Guy’s jump is 44 frames. Back throw: 70 Front throw: 84 sweep: 46 (47for cammy and sagat, 48 for blanka). So we need a 26 frames moves before safe jump after a back throw (70-44). Back dash or far hk are perfects setups.”

How did he come to find this out? Is it more complicated then i’m making it out to be, or is it as simple as looking at FD? If anyone could help me out i’d be forever in your debt.(Not really)

You basically need to know the “frame advantage” of the move you did to knock them down (the hardest part to find out), the ammount of frames the opponent takes to wake up, and the ammount of frames of your jump.

It’s basically what you have already said. Then you get the difference between the frames of wakeup and the jump and try to find a move to “spend” these frames.
