How do you get M. Bison's Alt. 1?

All i wanna know is how to get Bison’s Alt. 1 cuz i just wasted my money on the wrong costume pack and no where on the internet tells me how i can get my hands on it.

Nice. I enjoy the alt 1 costume. I refer to it as Romance Novel Bison because he looks like a guy on the cover of a romance novel with his shirt all ripped up showing off his chest.
