how do I slow down a .exe program like street fighter if it is too fast?

is there a 3rd party program that I can run together with the street fighter game to slow down the street fighter game?

Is this the old Dos version of it? Because if it’s an emulated version you shouldn’t be having this issue. You could run it under DosBox if that’s the version.

What Monkey said? Are you running a old Dos version of the game?
Older Dos games used the clock cycle of the CPU for timing, This cam be fixed by running the same Dos game in a DOS emulator like DOS BOX and having the setting adjusted.

If this is a Windows game or a emulation of a Console or Arcade title, it shoudn’t be running fast.
