How do I get a avatar and a signature?

I see some people have them but I don’t see how to change mine nor any rules about and post limit before you can unlock this features.

You can’t do a signature (at least to my knowledge), but to change the profile picture,

Double click your name > Preferences > Account > Profile Picture

You can use .png, .jpg, or .gif
