The way you have it set-up is less common now, but personal preference. I like the modern way. With longer vertical set-ups I tend to not rest my hand in that position, I just use my index & middle. As lame and redundant as it sounds it’s whatever is more comfy.
I’ll be using the same hand position as for SFIV which is the same as TCs. On my TE stick, it would be like:

I put my thumb in A and go from there. I think this will be better as you have faster reaction when you roll or want to throw. Whatever you’re comfortable with though.
I play KOF XII on my pad same way I do for Tekken: fingers resting on buttons. On stick I haven’t decided whether I’ll do four across or four in middle.
Unless you are playing in an arcade, why does it matter? Just use the layout you are most comfortable with.

Would seem the most practical layout for ease of use for Max Mode, Quick Max canceling, rolls/dodge, and CD attacks, but I can’t get used to it.
