Pretty damn good. My only complaint is that the Ken “Shoryuken!” sound fucks the pacing a bit, it goes a bit too quickly or something. Maybe you should try editing it or use another “Shoryuken!” from another game?

Off the hook, man. This belongs with the rest of the character tutorial songs like Blanka, Chun-Li and El Fuerte by Lil’ Shoto. Wait, nevermind. Those songs teach you how to use the characters correctly, not flowchart style. Whatever, it’s still a song dedicated to Street Fighter so it’s all good.
Did you draw all those pictures too? If you did, can you upload them? They’re awesome.
