My understanding from it without spoiling the actual scene is that the final scene is left to the reader’s interpretation, but I’m inclined to say he did. The significance of who you see in that last page and showing you as he and she are, tips you off as to whether billy succeeded or not.
Also, it is symbolic of the nature of billy’s act.
