ST and Garou I believe have the best FG character themes. Very few games can nail the personality of a character through the music, and ST, Garou and despite being a bad game (in my opinion) KOF 99 did it wonderfully. Soul Calibur 2 also had some really sick tracks. Personal favorites:

I was never a fan of GG or 3S music. The songs just seemed, I dont know, pretty generic with very little character in any of the tracks. GG had good music all around, but nothing really stuck.
PS: Grant, Kevin, Tizoc and Terrys theme from Garou are too fucking awesome.

Hell, even the versus music (where they show the stage that the fight is going to take place) kicks ass
For you maybe it’s a great song and all, but for me it’s “Midnight Carnival” (Boss I-No’s theme)
