SF2 Bison CPU - High AI, counters everything, throws like a madman.
Shao Kahn CPU - Almost impossible to beat without Sub Zero/Noob/Human Smoke assist. This is MK3 and up.
Chirstie/Eddy - I have trouble reading that fighting sytle - gets caught off guard too much.
Taki - Constantly in my face, fast and cunning.
A3 Zangief - Throws like a madman, can catch you even if you think the spacing is correct.
A3 Shin Akuma CPU - Counters everything, takes a lot of health, clever AI.
Garou MOTW:
Terry - Damn Buster Wolf has a ridiculous hit box and a ton of priority, you can be over his head and clearly not in the flame animation and still get it. Very spammable super, also, power dunk priority is UGH. There’s also break spam and his guard crush combo to add to his arsenal.
Hokutomaru - Shuriken spam and the teleporting overhead, which tends to be more annoying online because it doesn’t register you as blocking up until it’s too late.
B.Jenet - Fast, powerful, annoying break. Vicious corner trap.
I hate fighting against E Honda with Bison, also Chun is annoying.
That’s why I counterpick.
I don’t see how you can spam buster wolf, since it has some pretty big recovery and can be punished by pretty much any combo. Power dunk recovery (unbreaked) is pretty good…so I tend to JD the last hit and punish that way.
Yeah I hated the players that spammed the teleport overhead…hence why I usually block high against Hokutamaru if he’s reasonably far.
I hate playing against Makoto in 3S - no matter if I win or lose, it always feels stupid 
I also can’t stand playing against Old Ken in SSF2T. There are stronger characters but he’s stupid. Let’s not getr me started on cps1 characters in AE lol. Also hate fighting Honda when I use Dictator
Yeah, that’s pretty much how I feel about all the characters on my list. Especially Suika.

Vampire Savior - Q-Bee, Zabel, Sasquatch
I know those are the top tier, and they are there for a reason, but damn I hate all three of them a lot.

If I played 3s, I’d probably dislike Chun as well.

I feel like an idiot admitting some of these. Especially number 2.
K9999: I despised this fucker in KOF 2001/2002 for a long time. People would spam Jump C all day long or play keep away.
Iron Zangief: I’ve fought people that would only pick him to spam his assist. They would gain three bars at the expense of a member, tag in and activate his change, and the fight would turn into a turtlefest.
Servbot: Beatable, but annoying as hell.
Igniz: Anyone who fought him on level eight knows my pain.
SVC’s Mr. Karate/Takuma: Just boring because every player I’ve face uses the same two combos and only those combos. You know how to avoid them, easy match.
I played a rikuo the other day. Could someone tell me why he has multiple instant stun moves? I mean in a game like Vampire Savior a few combos can mean a lost round.
I have always and will always hate Sagat in any game. He’s just one big obnoxious turtle. And he smells bad.
And he punches children.

Its not the stun moves you should be worried about. Rikuo is a gimmick characther
just like a lot of characters in VS. Only Rikuo gimmick is one of the best in the game
coming in the form of the bubble trap. He also has a ridiculous dash that puts him in
crouching state that allows him to sweep from a good distance or go for dashing
mp link into darkstalker chain which will give you knock down. You can not combo
into the mist or the ripple unless you hit one of his EX moves. Such as this combo, - throw an EX
Bubble fullscreen-than follow it with a full screen tidal wave- EX bubble should hit- then throw a
hk. mist into- j.hp-j.hk-darkstalker chain- pursuit attack- back into EX bubble in the face.

I forgot to add in Testament. But then again, I use Johnny. So a loser is me.
I like to watch mirror matches sometimes: isn’t that the best way to see who’s really better? Too many other factors are involved when you’re using other characters. Anyway, me, I’d have to say ST Boxer (though I’ve never played against him). Just from watching vids, he’s gotta be the cheapest character in the game. I saw him beat a Gouki player a couple days back. How can you fight something you can’t see? His opponents have to play the entire match by anticipation.
He does pretty much rule everything he’s in.
I hate every single character in MvC2.
