What are some characters with great feints/fakes- moves that be used to fake an opponent into jumping or reacting?
Decapre for example has that scramble that she can use to feint people out, especially ryu/ken type character into a dragon punch.
What are some other characters with such moves?
In addition, what are some character with surprise potentials? For example, Dhalsim’s teleport, seth’s teleport, etc. Basically a move that can be used at the right time to reposition yourself and capitalize the moment the enemy is in action.
Seismo feint is literally designed for this purpose and gives viper a pretty decent zoning game when combined with the ridiculousness that is EX Seismo.

Cody - Fake Badstone D+HK+HP is a viable feint to make people jump though it’s still quite slow and punishable by most anti projectile moves quite easily.
Yun/Yang - Fake Palm strike done with QCB+Punch, fairly slowish but shaves off a number of frames from the actual move. Usually used as a knockdown gimmick followed by a command throw.
Makoto - Hayate Cancel QCF+P~K can be used as a hayate feint of sorts but usually just used for hayate cancel combos.
Ken - Thunder Kick Feint F+HK(Hold HK) it’s a fake version of his overhead which can be used to make someone stand and then use his 4F crMK or 3F crLK or simply go for a throw. It also moves him forward quite a bit allowing him to gain some positioning.
Hakan - Oil Dive -> Guard Position cancel. Can be used to bait a move as the guard position will make almost anything that doesn’t reach all the way to floor whiff (it actually goes under Ibuki’s crLK). In addition done as quickly as possible Hakan builds a fair bit of meter.
