I am pretty sure you can make a design for both, it doesnt state anywhere that you cant.
This could be fun, but there’s no way I’ll win it. This was my 2003 entry. I don’t think anyone even acknowledged it.

When you say “no gradients,” what do you mean exactly? Like literal gradients that you would find in a photoshop or paint program? Or do you mean you are incapable of putting any gradation down, such as a smooth light to dark transition? Like, does it have to be line and solid color?
Any themes to go off of? Or is it anything?
