[ GENERAL RULES ]
All games will be played on the default settings, unless otherwise specified, below.
All macros available via the in-game controller configuration menu are allowed.
Hardware programmable input entry, rapid-fire, or other hardware assisted mechanisms are strictly forbidden.
Accidentally pausing the game at any time during the fight may force you to forfeit the round (solely at a judge’s discretion).
Any player using “Random Select” to pick their character, must “Random Select” again if they win the match, provided that there is no way to pick a certain character in the random box.
You must provide your own controller for games played on the Xbox 360.
All converters are the responsibility of the player. All Cronus Max converters are not allowed.
All wireless controllers which pair to the XBOX 360 are banned.
3rd party controllers which pair to a dongle like the MadCatz controllers are fine.

Winners Finals, Losers Finals & Grand Finals will play 3/5 Matches.
If the players do not agree on a stage within 15 seconds, the match will be random stage select.
Winner may change Super Art (only if opponent changes characters), but must pick Super Art first after loser picks character.

what you should be wondering is, why shouldn’t everyone want to play in the best possible conditions if they can?
probably because they’re lazy idiots without much experience.
Snarky?.. Okay. Not to start anything (and this is the last thing I will post about it) but I’d rather take 10ms (well 9ms if upgraded with IPS MX279H) and HDMI 1080p than having to use Composite.
Before you even say “use Component”, this is USA only really. No consumer CRT’s in Europe had Component video. I’d have to import a CRT from America and use a stepdown transformer to play on an equal level with you. An LCD monitor levels the playing field for everyone due to worldwide distribution. The best possible conditions for someone outside your country is a fast LCD TV with HDMI at 1080p. Since Evo is a huge event, I can imagine some European players coming and I bet they all are used to LCD due to what I stated.

Not to discredit anyone but back in the day I played on broken sticks and broken buttons. I also sometimes play on GGPO with a laptop LCD screen and sometimes ST on GGPO as well…
While I see the point you are tying to make… no. Last I checked the good euro players are for the most part cps3 players. These players will see/feel the difference and will appreciate the CRT over the noticeable lag the Evo monitor™ has.
I’m a competitive Super Smash Bros. Melee player and “researcher” from Europe / Austria. I stumbled upon this thread while searching for knowledge about the competitive Third Strike scene (just so you don’t wonder what I’m doing here.)
Anyway, the CRT + component / YPbPr + Europe problem is one that I found a solution for. Actually, not one, but three, although for Third Strike probably only two of these apply.
Buy a YPbPr→RGBHV (“component→VGA”) adapter or cable. Mayflash produces a cable that outputs RGBHV from both Wii and PS3. http://www.mayflash.com/Products/VIDEOADAPTERS/VGA004.html
Once you have that cable (15-20€ usually, so really cheap), you can use it with any old PC CRT monitor (5-20€ usually) and play in 480p60, 720p60, 1080p60 or whatever the PS3 supports (I only own Nintendo consoles).
Mod your console to output RGBHV directly. This is possible with Gamecubes if you own an official component or D-Terminal cable, I don’t know if such a mod is possible with the PS3.
Solution 1 has the benefit that it’s very easy to capture gameplay that way. PVMs have active passthrough outputs that you can hook up to your capture card without the need for any splitters or distribution amplifiers.
Solution 2 is hard to use for recording. My VGA distribution amplifiers return a black image if I connect them to the adapter’s output. Because the amps work with native VGA, I’m sure it’s a shortcoming of the adapter and not of the amplifier.
Solution 3 is great to use for recording, but you need a VGA dist amp (~15€), 2 additional VGA cables (~4€) and a VGA capture card (~120€, I use StarTech PEXHDCAP).
