This isn’t new by any means. But it’s important to know.
I believe supers will always do chip. Non supers though, you’ll see. X factor does increase damage but doesn’t apply to the fact that pushblock can negate chip.

Good on Dang to alter his timing just by a little bit to do chip again.
But here is evidence of one of the strengths of pushblocking. It’s a very powerful mechanic in UMVC3 and has a decent amount of nuances. (Late pushblocking to autoguard crossups is a big one)

i would guess that it was sometime close to actually blocking the move, and that this would be much easier if already in blockstun so as to not press it too early and get counter hit
I’ve always just mashed like a madman to negate chip, but thinking about it more now, I should definitely look to try and do it ‘properly’. This is another bunch of advanced but universal marvel techniques I should really brush up on. I’m still working on upgrading wavedashing to plinking though…
EDIT: I think its important that people really need to think about why, how and when to pushblock. You can get yourselves into all kinds of crap (and equally avoid things) if you do it right.
So this was with Arthur’s projectiles which hit you relatively slowly with big gaps in between them connecting. Is there a “max” frequency at which hits can have their chip negated?
Not sure if that’s clear, so an extreme example of this would be something like Dormammu’s Chaotic Flame hitting you a huge amount of times really quickly. So things like that, Iron Man’s beam, etc.
Here’s the way i understand it. Apologies if i’m wrong.
Pushblocking something activates a timed window in which the next move blocked will not do any chip, negating the Arthur chip works by pushblocking each Lance late enough so that the window is still active when the next lance is blocked, therefore negating the chip of that lance, then pushblocking that one late enough and so on.
Perfectly pushblocking Chaotic Flame would basically mean flawlessly pushblocking at least every other hit, which i don’t think is within human boundaries.
