Well, not exactly. Rock Lee did say that Neji was the strongest Genin in Konoha. We cannot (at least I cannot) judge whether the Hyuuga’s Jyuuken taijutsu style is the strongest since it was not specified in any of the manga chapters but, it is one of the strongest taijutsu styles in Konoha.
The three known taijutsu styles in Konoha thus far are:
