If you took out Krauser, 98 um is really balanced, almost everyone has a chance to win, and still krauser is not that invencible
Samurai Shodown 2 and garou are also really balanced, both had only 1 god tier, but still are not really broken

Samurai Shodown 2 has a completely one-sided matchup; how the hell is it balanced? Even reviews say stuff like “the game was so engaging that everyone kept playing it IN SPITE of shitty balance and UKYO dominating the rest of cast”
SS 2 has some really dumb shit going on. As I said, Garou is pretty balanced aside from Kevin and Jenet’s block strings (which if done right cannot be escaped from) Terry has a similar block string but unlike the other two it can be escaped from. I would agree with KOF 12 except that Clark is garbage in that game. With 98UM, from what I understand you just have to know the matchup, and you can defeat Krauser. I read in another thread that there was another update to 98 called 98 Hero that was released on PGM2 hardware in China, and this version had further rebalancing, however the rom has yet to surface, PGM2 has yet to be emulated, and there’s no match videos, player feedback, etc. I know there’s the Tougeki edition of 02UM, which I know Goro and Momoko’s infinites were removed, but I don’t know if the bosses were balanced out. So Tougeki 02 UM might just come the closest after 98 UM.
O.Ken is more than OK, he’s good, but so are a lot of other characters in ST. It’s SSF4 and the general mediocrity of every character that makes people say dumb things about games with good characters.

Honestly, I think even Cammy is pretty good (though not compared to the rest of the cast obviously), ST is a game where the bottom tier characters are better than the mid/midhigh tier characters in SSF4. That’s just… sad.
I play Blazblue these days and I’d like to think it’s pretty balanced.
But in the end I don’t really mind, I usually end up playing some bottom tier in games to try to get master with them.
To prevent too much frustration playing more than one is advisable though.

3D games are the only way you are going to get real balance of characters and not turn into a Super Turbo mess of counter-picks. There is just no way around that with 2D’s little, bitty movelists. You want real balance, play 3D (Tekken 6). You want money, play SSFIV. You want a senior citizen discount, play most of the games mentioned here.
lots of characters can compete in 3d games because they have really minimal character variety compared to 2d games. has nothing to do with size of move lists, which aren’t even that different if you look at moves that actually get used. that isn’t a slight against 3d games, just a fact.
Reading some of the games mentioned in here really bothers me when tagged with “balanced.”
Tekken 6 - Not balanced at all. Bob, Steve, and Bryan make quick work of a lot of the cast. At least its better than vanilla 5 (gdlk Steve) or even 4 (Jin 2-1 forever).
BlazBlue - What. I shouldn’t have to even talk about this. Rachel, Nu, Arakune.

I’d like to add Capcom Fighting Jam to the list, too. Jedah and Karin shenanigans aside, the game is actually a lot of fun and pretty balanced.
