It’s not as if the other game franchises don’t have silly characters. Oh no. Arakune and that catgirl from Blazblue were entirely serious characters. That girl who breaks grabs in Tekken 6 by having her limbs be pulled off is also serious.

Rhio2k, you should understand that if SF will add cool characters into roster, it will become the same as other fightings. The goofy/cartoony style is the series’ trademark for now, even more so with SF4 graphic engine havine native support for that (popping eyes, etc).
Just like MK’s staples are “we are giving you weak gameplay to attract the casual crowd” and “we are giving you teh bloodthristy oriental warriors/ninjas/cyborgs with lengthty storyline to attract more intellectual players”, SF’s staples are “we are giving you strong gameplay to attract the intellectual pro-gamers” and “we are giving you cheezy/goofy/cartoony/comical stereotype ripoff characters to attract casual crowd and everyone else who thinks those chars are funny”.
Basically, Hakan is the epitome of Capcom’s approach to SF - he can offer some interesting gameplay, which is coupled with extra goofy looks/animation. His counterpart is probably MKA’s Kenshi, a blind swordsman in cool suit, that has telekinetic powers but doesnt needs them since he has 1-button-repeat ifninite combo
