As someone who is in school for this field I can tell you that yes dlc is intended to expand the life of the game, but at the same time in most cases where dlc is present for a game it is usually planned, written up in the contract in some form. What developers do is take some percent during the development cycle an dedicate it to be dlc some time after the game releases. The only time I can think of that dlc was actually developed post the launch of the game is in the case of elder scrolls IV, Fallout 3 and most dlc from valve games are mods created by the fans that valve like and turn into dlc.

I see absolutely NOTHING missing for any of the new characters.
What will have to happen is that when the DLC comes out, I will download the title update onto a USB drive, extract it, and see of the moveset files were even updated. If the BCM/BAC files aren’t touched between now and when those characters are released, it means that the characters were done when the discs were printed. BTW, I made progress reading the BCM files, I have InputMotion/Move/CancelLists about 20% decoded.

I agree with this statement. I’m looking back and forth at regular character files and the dlc ones. And they are the same.
