a)It creates a bad stigma to the game that might fuck with its future popularity.
but the game is a niche title anyway, so that’s fine
b)Because there are good male characters in their works
For example “Devil is a Part-Timer” is one of their newest success so i’m sure it will be in the game in some shape or form and picking one of the girls(who are alright characters mind you) over Maou who is easily the best character in that show/lightnovel/manga/whatever would be just wrong

Just for kicks, Sega should bring in characters from some of their old fighting franchises into this. Candy from Fighting Vipers or heck even Shadow Yamoto from Eternal Champions.

Jonathan Blade
A former police officer from the year 2030 who was dismissed due to a very short temper, he practises Kenpo Karate. He then became a bounty hunter back in his home country Syria, and was in deep pursuit of a mad scientist, who threatened to destroy the human race with a lethal virus. Although he came close to killing the scientist on several occasions, he was only ordered to capture, and bring the scientist to justice. Finally trapping the scientist in an alley, he attempted to retrieve the virus. They were suddenly hit with a stream of lasers, causing the scientist to drop the vial, containing the virus. It is clear that he was set up and killed by his own government. The last image that Blade saw was the broken vial containing the virus.

Well it seems that they’re more involved than just publishing this or someone since it’s already hinted to have crossover elements. Heck, that stage in the first screenshot up top is from Valkyria Chronicles - a Sega IP.
Well they may allow their characters to be used but that doesn’t mean Sega’s development studio is working on it.
