Gouken and Goutetsu, both killed by Gouki/Akuma.
Don’t forget GEN. He was already sick with lukimia (cancer of the blood) which he used to perform the touch of death technique.

Gen wanted a death match with akuma. I don’t think he’s alive in 3S.
Lee from SF1 and IIRC, all the dolls except Cammy died after the Psycho Drive got destroyed.

What about Rose? Geki? In the Udon comics doesn’t Geki get killed by Gen? And isn’t Retsu killed by Akuma?
In the comics, Geki was never actually called Geki even though it obviously looked like him, but since he was never named in the comics, it’s possible that was just his father that got killed (or twin brother. Or clone. Or look-alike imitator, etc). …it was probably Geki, though (it’ll thus be hilarious if the guy who’s tenure in the comic consisted of about only 2 pages before he got offed in a backup story to boot ended up winning the vote in his category for the next round of SF action figures)
For playable characters who died, M. Bison and Charlie are for sure. Rose is assumed although never directly stated and it does require a few assumptions (that she went down with Bison in SF2 or was eliminated completely by the possession in SFA3 for one thing, of which neither has been touched on). Gen and Lee were both ‘forecasted’ to die (Gen by his disease at the very least, and Lee was stated to be fighting in his last days or so) but their deaths were also never directly stated. Gill should be gone (offed in Urien’s ending however that works. SF Eternal implied Urien’s ending happened if I recall correctly).
The Dolls are probably still alive. They only die in Juni’s ending. In Juli’s and Cammy’s (which are basically the same thing from different perspectives), they live (and it’s implied by Cammy that their short life spans were fixed by the Psycho Drive in both endings). Given that the latter has two endings to support it unlike the former and Cammy’s relative storyline importance to the Dolls (and SFA3, really) in general (combined with Cammy’s nonexistance in Juni’s storyline), I’m imagine that Juli’s ending where they survive is the more likely occurrence.
Bison died, but his soul remained dormant in Rose until shadowloo was able to construct a new body for him…
I thought rose and bison share the same soul. Therefore if one is dead then so is the other.

I’m not sure this was officially detailed. It seems a safe-enough assumption but it’s not like the properties of the human soul are defined enough for me to say for sure.
Street Fighter philosophy is quite complex, there’s a belief in sharing souls as well as soul transmigration. So it’s quite possible that Rose did share the same soul as M.Bison because it explains the psychic connection.
My main question is whether or not Rose’s (half of the) soul would die just because Bison’s soul did.
I guess it did die, because by the time M.Bison died he had his soul complete with his evil side and Rose’s good side together, I don’t think the later could scape from the demon’s attack in hell provided by Akuma’s Raging Demon, Gouken wasn’t all bad or all free o sins and his “good soul” didn’t scape because it was part of one merged soul. But my opinion is just another mere assumption anyway…

I wouldn’t say that just because he is not actually named doesn’t mean its not really him. Do you think thats not really Akuma/Gouki in the background of Street Fighter II: The Movie and Street Fighter II V either just because he is not named? Okay, so Akuma’s appearances there are nothing more than non-canon easter eggs but its still him.
