Haha. This anime rocks. Seriously. It’s easily one the most disturbing animes I’ve seen; in fact, I randomly saw that clip on youtube, and it was the reason why I began to watch… If you’re interested, the title is Higurashi no Naku Koro ni (When the Cicadas Cry). It’s based off a doujin made horror/mystery PC game that’s huge in Japan. But yes, there are moe/loli girls… as there are bits of comedy in early episodes before things get serious. You can either watch episodes on youtube (split into parts), or download them from Wind Fansubs via bittorrent.
