It’s because murder (at least usually) is a witness-less crime. Until DNA and such comes in, it’s never a given who perpetrated it and even when it does come in, you have to ascertain motive and how it played out. Outside of a confession you usually never get the full story.
Rape at its very nature provides a witness in the victim. For better or worse though, that provides a LOT of power to the victim. It’s easier to believe a rape charge at face value because the victim “should know who did it” whereas a murder charge you just kind of sit there until all the evidence comes forth. The downside of course, comes with those false accusations that people will never completely get over even when exonerated.
