So yeah, after testing it on PS3 (turning off my router, and disabling the internet connection, followed by turning off the PS3 then turning it back on again and testing) I can confirm that the issue of the updates not being saved is purely an XBox 360 issue as all the changes made before PSN went down are saved.
Good reporting guys. If it’s an exclusive X-Box issue then it must be an unintended bug, so it should hopefully be fixed soon.

wow. so the whole bug revolves around the 360 unable to make a specific save state for the special patches. thats to bad and i hope its fixed for them. after all, for some tournament scenes all they have are 360s and 360 versions of games.
I want to point something out based on [media=youtube]apoX68pA3dY[/media] Both combos are done in practice mode. There was a bug reported in the game, confirmed at least for 360, that would produce inaccurate damage percentages in practice mode. The correct percentages would display in matches, but the value would be different on the same combo when performed in practice mode. If you look at the life bars in the video, it appears the combo does the exact same amount of damage, in spite of the different amounts of displayed damage. The update appears to correct this.
Some suggested tests:
- try the combo in 2p mode and in practice mode while online
- try the combo in 2p mode and in practice mode while disconnected
Was that the “hotfix” update? I thought it was the day 1 patch.

Any serious Company should release patch notes before they make the update. Look hows blizzard doing it and copy it.
I’ll copy and paste what I said on Test Your Might in case you haven’t seen it yet
"I tested this as I have both versions of the game. Both games are up to date (as much as possible for the PS3 at least). I used the sindel combo since it’s something I can easily check. When online with the 360 you can’t do the cancel. If you sign out and start the game you can. This doesn’t happen on the PS3. You can be signed out (as is the case now for everyone) and you still can’t do the cancel. If you delete the install data where the patch is located, you still can’t do it. It’s not until you delete the save data dedicated to server updates (it’s clearly named) that you can do the cancel.
I have an article about this going up on TheSixthAxis in about 3 hours or so. It talks about a few issues that I’ve noticed and this one specifically. Hope the word gets out more."

If PSN is down, your console is effectively offline. So answer is no.
