Anywzay, if that’s your idea of a good villain (lol) then Walachia from Melty Blood fits your bill just fine. The guy is insane, kills for fun more than for food, and what’s more he’s not even a vampire nor is he emo. He’s just a phenomenon that brings rumors to life so he can cause as much damage as possible and restore his true body so he can cause even more damage. And he’s much, much more interesting than Bison.

remember, character desing is more than the looks, it also involves the personality, the background story, the moves, of course many will tell you that the story doesnt matter in figthing games and its true, but many of the modern games use the background story as part of the character desing.

You know how in Sam Sho 2 every char has 2 colors right? Well the secondary colors are supposed to be their ‘evil’ palette. Look at Ryu for example. His gi becomes black and his skin a little darker and suddenly he’s evil Ryu! See how easy that is? I think giving characters an ‘evil’ palette is pretty dope. XIII Kyo has a palette that makes him somewhat look like Kusanagi.

concerning bad ass, shit became old school. what was considered gay is metro or manly nowadays.
some good evil chars that actually look their part: yamazaki, geese, genjuro, gouki, kazuya. even metro can be bad ass, look at lb2 setsuna, mukuro is bad ass but hardly metro.
Actually, most character palletes in games like BB and TvC have ‘dark’ colours too. It’s a trend that continues it seems.
Melty Blood actually went a step further by making those pallete swaps into ACTUAL EVIL MODE CHARACTERS with their own movesets.
