Vega, Balrog, Ryu, Guile, are a great start.
Vega is quite popular online and among casual players. Unpopular characters in SF4 are Rufus, Viper, El Fuerte and Abel. Those are characters that you do not see very often, of course it is based on my experience on PSN. For exemple Blanka is everywhere on PSN yet he’s very rare on PC.

As far as I’m aware, El Fuerte is the most unpopular SF4 character.
Fun fact: Dhalsim, by quite a bit, has the highest number of normal moves in the game. 12 standing, crouching, and jumping normals. Add that with Yoga Mummy, yoga tower (debateable if its a normal or special move), and if you count his three drills as different normals (I do), then his total comes up to 40.
