Character turn around - Does it incur any plus frames?

Bit of a weird one, Street Fighter IV is the game.

Working on a setup with Gouken (or rather was until the PS3 crash business) and I’m trying to understand why it’s not possible to do what I’m trying to do. The main question I’d like help in answering is does your character turning around (as in switching sides and turning to face the other way) take a certain amount of frames to do?

And if it does, does it affect any of the inputs during the turn around?

What is it that you’re trying to do exactly? When you turn around, there are animated frames of the character turning around but you’re not restricted or unable to do anything during those frames.
