CE Guile, or ST Guile

Can someone explain their differences? How is CE Guile Stronger in HSF? I got the following statement from a youtube comment, is the statement true, if so how? Can someone explain?

You do realize that CE Guile is a LOT stronger than ST Ryu in Anniversary Edition? And that John Choi, the Ryu player, was the one facing a huge disadvantage, a damn near unwinnable match-up where his only advantage was to take advantage of his slightly fast projectile?

I have only played HSF once, and it was on PS2.

What makes CE Guile so strong?

1. Longer range low forward kick, you can acually defend your self with it(hit people from a greater distance than ST guile: Hit ryu out of fireball attempts,) keep chun li or anyone else out of your face with ease.

2. CE Guile has less delay on his booms from the start up.

3. Wider range short kick flash kick which can hit normals from a good distance.

4. his back fist has less frames on the start up.
