Nothing illegal or anything, but I’m looking for a program that can just burn specific scenes off a dvd.
It’s an anime, and I just want to burn say, only the opening theme of a single episode, or just the “Part A” of the episode, not the entire thing. Is there a program that can do that?

Any CD burning program. What you need for this job is something to cut that part from the video, that’s not the task of a CD-burning program.
I’m sure some people here can recommend something good and beginnerfriendly.
Theres a difference between burning & editing. What you want to do sounds like editing.
I can easily do what you described using DVDRemakePro, which is not a free program but worth every penny in my opinion.

Clone dvd is a very good program for ripping dvds , but you’d have to rip, say the whole episode and then cut it in virtual dub or something.
