Is there a limit on how long you can hold the button after which bullhorn no longer comes out? Because it seems like it for me. Sometimes it comes out and sometimes even though I release the button nothing happens and this causes me to lose set ups. As a reversal it seems even more random.

Is there something I’m missing? Button holding/releasing is not accounted for in certain situations?

I don’t know if there’s any maximum.

Are you trying it in a combo, like cancelling it off of a normal? If it’s not coming out you’re either releasing it too early or too late before/after the button press.

Are you trying it during offence from your opponent? If it’s not coming out you might be in block/hit stun
