On other things, pretty sure everyone said what’s needed. You will know some Bison players recklessly love to throw out St.Forward and St.Roundhouse, just try to whiff punish it.
(EDIT: St.Strong from Rose whiff punishes both St.Forward and St.Roundhouse from Bison, as well as her St.Roundhouse and Sweep. Even Low Fierce whiff punishing could work (if so, you can follow up with Roundhouse Soul Spiral, or EX Soul Spiral. It can combo to super from Roundhouse Soul Spiral. Although Low Fierce is slow on recovery, will they be expecting that particular normal [so long you don’t do it too many times]?)
Obviously for scissors, Cr.Strong is mentioned, and yes, if you FEEL it will come out, do a Low Strong. You have to think about when they will use it, you can even throw a fake light attack, then Cr.Strong right after in case the Bison player reacts to whiff punish his supposedly thought-out plan of Rose’s Low Strong on reaction. I think when I used Rose for a bit I had St.Strong work too, and even St.Forward.
Red Focus can also be used to punish Scissors Kick. Hella risky, but knowing that an option is there is always good to have in stock.

Let me help.
When Bison does the Scissor, Block and do a low kick or Red Focus, or what I like to do his use a Super Combo or an Ultra Combo.
When he Head Stomps, Block and jump kick immediately or med. punch if u like combos.
When he teleports, go next to him and attack him.
When he does his Psycho Crusher, block and attack.
Really, all you got to do is block and attack. Hope it helps.
